He comes to OCPAC's luncheon to share some of his experiences in dealing with the Afghan National Army and Afghan interpreters on a daily basis, and the inherent challenges of bridging the cultural divide.
He will comment on the events of the past few weeks and what options, if any, remain to rescue those we sent into this theater of strife.
Beyond that, General Smith will speak of the future strategic challenges the American military, ambassadors, and other foreign service personnel will now face.

On Wednesday, March 24, former State Superintendent of Schools, Janet Barresi, introduced OCPAC to the abuse of power employed by the superintendent unions in Oklahoma. Both the Superintendents and their unions have countered the will of the people by pressuring legislators to reject our most important education bills.

The World Stage and You | To understand our place on the world stage, we must first come to know the One who staged the world.
Mordechai’s announcement to Esther said to every generation for all time that our individual roles are by divine, not human, appointment.
Only when Queen Esther understood that her life’s meaning was rooted in her Creator’s developing story line … only when she understood that she was called to play a role on the world stage for “such a time as this,” did she have the boldness to play her God-ordained part.
The impact on her nation is now a matter of history.
The importance of a divine perspective on the whole of life has been articulated throughout history by select men who have understood that the health of a nation and its people depends on an understanding of the calling which emanates from history’s Master designer.
The author of a large portion of Scripture, the Apostle Paul, explained this to the philosophers in Athens when he told them that God made the nations and determined their rise and fall to point all mankind away from human autonomy and, instead, to the Creator. (Acts 17)
Last week, a seven-year-old little boy called into a Christian radio program and asked why God allowed such evil to manifest on the earth. While the host regrettably had no answer, God has indeed made the answer abundantly clear. | Godless men are devoid of goodness. When they are allowed to rule, the stifling nature of their evil is apparent to all.
The tens of millions murdered and tortured in the 20th century from Lenin to Stalin, Mao, and, now the Taliban, confirms the Divine case for mankind’s need for the Kingship of Christ. History has made it clear that all mankind should bow the knee to Christ. | Theodore Roosevelt understood precisely this when he said, "We will advance Christian civilization or revert to the horrors of brutal paganism. The choice between the two is upon us" | In the July 5 OCPAC Newsletter, I noted the Leningrad Symphony of Dmitri Shostakovich and its political tones. His music expressed his anger with Soviet tyrants. | His son, Maxim, defected to the West and said his father’s music was a wordless protest against the repression of the Soviet system. He went on to say, ''What happens when you leave the Soviet Union, is an intense, profound, emotional liberation and emancipation. I feel completely different … I want the Western world to pay close attention. They should not take the problem of totalitarianism lightly.''
Speaking of the Shostakovich fifteenth symphony, writer Christopher Swan said, “This is Shostakovich's final answer to the supreme Soviet: a musical landscape filled with grief and lies and murder.” | On that note is a reminder that every American should read Rod Dreher’s Live Not by Lies.
The book is a tribute to the Solzhenitsyn text released on the day of his arrest. Solzhenitsyn titled his text, “Live Not by Lies.”
I mention the warnings of Shostakovich, Solzhenitsyn, and Dreher because for more than 100 years, America has been slow cooked for the purpose of her destruction and the destruction of Christianity. Only recently have so many awakened to the imminence of pure evil at all levels in America.
When Teddy Roosevelt spoke of the horrors of brutal paganism, he employed all the right words. Paganism is founded upon the mythology of autonomous man. Its evil on the world stage is meant to demonstrate the intellectual and cultural poverty of anything founded on its lies. | No writer inspired me in my youth more than Dostoyevsky. He remains Russia’s greatest novelist. Some think the world’s greatest. He suffered much at the hands of political tyranny. Soviet tyranny became the foundation of his first masterpiece, Memoirs from the House of the Dead. The book paints a picture of the life of a prisoner in Siberia.
We must pray and work to ensure that Dostoyevsky’s House of the Dead will never describe the life of our grandchildren will find in their America.
The novel’s conclusion expresses the exhilaration of his final moments in the Siberian prison camp.
He says,
It was our own prisoners who struck off our fetters in the engineering shops … I went up to the anvil. The smiths turned me around with my back to them, lifted my foot from behind, and put it on the anvil …The fetters fell away. I lifted them up … I wanted to hold them in my hand and look at them for the last time. It seemed amazing now that it was my legs they had been on a moment ago.
‘Well, God be with you, God be with you!’ said the prisoners, in gruff, abrupt, yet pleased tones.
Yes, God was with us! Freedom, a new life, resurrection from the dead … What a glorious moment!
Not unlike the emotions of Maxim Shostakovich once having escaped to the West. For all these reasons, we must restore its Christian foundations.
This Wednesday, we will hear from Brigadier General Hopper Smith regarding the Hell of thousands of Americans who are caught in a political firestorm.
We will also hear from former state Superintendent of Schools, Janet Barresi on the battle raging for the purpose of destroying our families. Families of all ethnic backgrounds. Families who need Christ.

| CHAIRMAN UPDATE 2021 LINDA MURPHY OKGOP STATE COMMITTEE on EDUCATION | Once Frank Keating was inaugurated Governor of Oklahoma, he nominated Linda Murphy to be his Secretary of Education. The Senate education committee, dominated by Democrats, rejected the nomination.
Her nomination is a reflection of Governor Keating's excellent values in the realm of education. She has placed OCPAC's Reed Downey on her committee. Reed is chairman of OCPAC's School Board 4 Kids.
We look forward to having her at OCPAC soon.
After her appointment, Murphy said, “The Education Committee will consist of members from around the state and will meet monthly. One of many issues we will address is the importance of local elected school boards and parents’ rights in public education, which are central in the current discussions regarding COVID policies.”
Murphy added, “Local public schools are part of our representative form of government. Local citizens have the right to choose their school board members and to be represented by them. School boards must adhere to state laws.
Public School Administrators are not above the law. They operate legally under the authority of the elected local school boards. They have no legal authority independent of the school board. When schools break state law they can and should lose accreditation, if they do not come into compliance. If they lose accreditation, that also means they lose their state funding. We must uphold the law and our representative form of government.”
She goes on to note 70 O.S. § 5-106:
Governing Body of a School District (a) The governing board of each school district in Oklahoma is hereby designated and shall hereafter be known as the board of education of such district. Except as otherwise provided in this section, the superintendent of schools appointed and employed by the board shall be the executive officer of the board and shall perform duties as the board directs.
Murphy is on the GOP State Executive Committee, and was formerly the Deputy Commissioner of Labor for Workforce Education and Training. She served as Education Advisor to Governor Keating; as a member of the State Job Training Coordinating Council and the Governor’s School-to-Work Council.

While the SA&I is still non-compliant after 266 days, we move on without Ms. Byrd's assistance ...
We continue to peel back the layers that seem so tightly wound around the Office of the Oklahoma State Auditor & Inspector (SA&I).
It has now been 266 days since the initial Open Record Requests were filed. The information which we have requested has been refused us. This is a story that reveals much all by itself.
However, much of the publicly available information is leaving a very clear trail to those who bear genuine responsibility.
| TO REVIEW
We have been highlighting the inefficiency and the apparent negligence regarding the audits which reported to the public.
These are required audits which review the financial activity of major Federal programs at the Oklahoma State Department of Health (OSDH).
One question we have is whether there has been any fraud in the approval of the audits. | THE RYAN WHITE REBATE PROGRAM
One such program is the Ryan White Rebate Program. Our recent investigation has shown that the former OSDH Chief Financial Officer (CFO), Michael Romero, had provided ample notice and information to the State Auditor & Inspector (SA&I) and the OSDH about the fact that the Ryan White dollars had been improperly comingled together with other funds. | Amazingly, until the former CFO (Romero) uncovered the problems, SA&I Gary Jones had never made any such report to the public. Yet, they had been conducting “audits” at the OSDH for years.
Over the past few weeks, we showed you that after (and, not before) OSDH CFO Michael Romero made public the details which resulted in the OSDH public scandal, the SA&I confirmed that a large amount of funds related to the Ryan White program may have been subjected to misuse because of their inability to be specifically identified.
THE QUESTION STILL UNANSWERED Incompetence or Complicity?
At this stage of our investigation, there remains a very important question that has begun to be asked by several interested parties. Was the SA&I simply incompetent or in full knowledge of the problem and simply choosing not to address it? | In the Single Audit Report of 2016, former SA&I Gary Jones provided the following about how that audit was conducted (read it here):
"We have audited the State of Oklahoma’s compliance with the types of compliance requirements described in the OMB Compliance Supplement that could have a direct and material effect on each of the State of Oklahoma’s major federal programs for the year ended June 30, 2016."
INCOMPREHENSIBLE!
It is incomprehensible as to why, up to this point, no problem was found with the comingling (subjected to abuse) of the Ryan White funds in the OSDH accounts.
Just what did that OMB Compliance Supplement require at the time of the 2016 audit? Did the findings of incorrect comingling and fiscal abuse found by Romero (OSDH CFO) and brought to Gary Jones (SA&I) exceed 2016 standard auditing requirements? | The 2015 requirements for auditors like
"This Supplement is effective for audits of fiscal years beginning after June 30, 2015, and supersedes the Compliance Supplement dated June 2015. 2 CFR part 200, subpart F, describes [t]he auditor’s responsibility with respect to the scope of audit (/2 CFR section 200.514). Auditors are required to follow the provisions of 2 CFR part 200, subpart F, and the Supplement." | What does 2 CFR § 200.514 actually say?
"(d) Compliance. (1) [t]he auditor must determine whether the auditee has complied with Federal statutes, regulations, and the terms and conditions of Federal awards that may have a direct and material effect on each of its major programs." | Why has the SA&I not been held accountable for its abject failure? |
Why was the SA&I allowed to sweep the OSDH financial scandal under the rug?
How has this government office been allowed to hide a problem which had gone on, in its own words, "for decades" when the responsibility lays squarely upon the SA&I?

It is important to expose these enemies who have crept into Christendom. These have entered our Christian institutions in an effort to destroy the Church. The "gospel" they promote will bear no fruit. Marxist ideology mixed with Bible verses will produce neither salvation nor the health, peace, and prosperity of civilizations.
Marxist concepts like social justice, critical race theory and the myths inherent in the concept of "white privilege" are ungodly, contrary to all of the Scriptures, and represent evil and destructive weapons designed to destroy the church, the family, and societies. They are drenched in narcissism and hatred.
