More than a year ago, OCPAC Policy Analyst, Steve Anderson, proposed to me ideas for legislative tactics that would transform the inner cities of America. That legislation has just been filed and has received support from leadership in both the Oklahoma House and Senate. The Governor is on board as is the Oklahoma Chamber of Commerce.
Former Governor, Frank Keating, has become an incredibly effective part of the OCPAC team working to insure the passage of this legislation. | HB 2683 is legislation providing students a way out of schools which have been “F” rated for three years in a row. It does this by allowing families in these habitually failing districts to find a way out for their children. It provides these families promise for the future. It allows their children the same educational options afforded America's wealthy by allowing them to use the taxpayer funding marked for their child's education. It provides their children a full range of options. HB2683 allows the taxpayer dollar to be used by the family to send their child to any school, public or private, within a 30-mile radius of their home.
This has virtually no impact on rural schools, but will have a major impact on the educational opportunities in the inner-city school districts in Tulsa and Oklahoma City.
In the Oklahoma City Public School District there were a total of 40 schools receiving an F from the last school report card for 2018-2019. That means there were 16,661 children subjected to not just below standard but the very worst educational experience.
So, here is a child from a poor home who is already at a disadvantage. The child is now trapped in a school that is getting an F!!! And their parents are too poor to be able to have the private school option to escape this catastrophe. Blacks and Hispanics make up 78% of these poor children. | Public education is cheating our children. Especially minority children.
Of the 45,863 kids in F grade schools state-wide, 30,662 are in either the Oklahoma City Public School system and the Tulsa Public School system. Approximately 2/3rds of the 45,863 are Hispanic or Black. Over 2/3rd are from Economically Disadvantaged homes.
Lincoln set the slaves free in the 19th century. We need to finish what the party of Lincoln began by finishing the work now in the 21st century.
Inner-city children need to be set free from the grossly under-performing institutions we force them to attend. Nearly 70 percent of the households they come from are listed as economically disadvantaged which is politically correct language for poor.

T.W. SHANNON The Future of Oklahoma and the Nation | T.W. Shannon waxed eloquent on his work to re-elect President Donald Trump. He ended his comments by discussing the far more rational description of the chic political term, "Institutional Racism."
He said that forcing inner city blacks to attend failing schools is systemic racism. He said that lowering standards for people who have dark skin is systemic racism.
His comments were a great lead-in to the presentation of Jon Echols' discussion of the Inner City Choice bill that has been championed by Steve Anderson, former Governor Frank Keating, and Bob Linn.

It is legislation designed to allow students attending schools which have an "F" rating for three years in a row to use their education dollars to attend any school of their choice whether public of private.
Senate Pro Tempore, Greg Treat, will author the bill in the Senate. In addition, the State Chamber of Commerce is backing the bill.

| BIDEN & OKLAHOMA Robert Hefner IV | Biden's Destructive Policies | Joe Biden’s escalating bans on domestic fossil fuels production is an existential threat to our energy security. Additional mandates of unreliable solar and wind require equipment produced by an unreliable source: China. All of this is a threat to our national security.
Biden’s ban on oil and gas leasing on federal lands is a dictatorial measure pushing the nation into decline. It will increase U.S. energy costs, decrease U.S. energy security, destroy U.S. companies, destroy U.S. jobs, decrease U.S. tax revenue and increase global emissions.
NEW MEXICO
The health of Oklahoma’s oil industry is connected to our oil producing neighbors. An example of the kind of impact the federal leasing ban will have has recently been expressed by our neighbors in New Mexico. | Ryan Flynn, President of the New Mexico Oil & Gas Association, responded to the Biden orders:
Oil and gas development on federal lands is and will be a critical part of New Mexico’s economic and fiscal future. Our ability to develop resources on federal lands has a direct impact on the future of our state and the level of investment we’re able to provide in critical areas like education, healthcare, and public safety. Policies like a federal leasing ban only threaten to upend our economy, and keeping energy jobs and development here at home, rather than outsourcing them abroad, has an enormous ripple effect on the entire state. New Mexicans want to work, and those who work in this industry want to continue the safe and responsible energy production that our state depends upon. | KEYSTONE PIPELINE
Biden’s cancellation of the Keystone Pipeline is based on the politically fueled mythologies inherent in climate change rhetoric. It's only impact will be economic destruction. It kills US jobs, puts pressure on our rail system, and decreases our energy security. | The crude oil coming out of Canada is the grade of oil that benefits our existing refining capacity in the US. Oklahoma crude is quite thick and its usefulness requires the lighter petroleum from the northern oil fields to blend into mixtures useful for energy and manufacturing.
Canada provides a perfect and friendly source of petroleum feedstock to our refineries that make all the things we enjoy and our way of life possible.
Since US crude oil is too “sweet” for our refineries, the Biden energy policy forces our refineries to turn to foreign, less reliable, sources. It diverts this crude to enemies such as China.
Joe Biden’s energy plan calls for outlawing reliable fossil fuel electricity. It mandates unreliable solar and wind electricity. The ripple effect will be devastating to the economy. All Americans will see a decrease in our way of living and in our economic security. | CO2 emissions are food for everything green on the earth. CO2 production is a very positive and healthy by-product of the fossil fuel industry. Biden’s war against CO2 is a war on the world’s vegetation. CO2 is an essential nutrient for the earth’s plant life. | However, no worries here. Biden’s plan will not keep CO2 emissions from rising. Plant life will be safe. It will mean only the destruction of American industry, the impoverishment of the American consumer, and the jeopardization of American security.
In the last 15 years, America has become the world’s leading energy producer. This is a product of energy freedom. Energy freedom has allowed all sources of energy to compete and innovate.
To make even more progress we need more energy freedom. Biden’s mandates of renewables and bans on fossil fuels and nuclear power will destroy America’s prosperity.

Hefner IV | THE REST OF THE STORY The Reason One Abolition Bill Rightly Failed | THE GODLY WISDOM OF AVOIDING LEGISLATIVE PITFALLS by Bob Linn | Last week, Senator Warren Hamilton, a freshman legislator with immense promise, saw his abolition bill (SB495) garner not one vote in committee. To his credit, he was the model statesman in the midst of defeat and earned the respect of the committee who voted his bill down.
It was a committee composed of many who despise the abortion industry. A committee who heard and passed two abortion bills by Nathan Dahm, two by Julie Daniels, and a bill from Pro Tempore Greg Treat.
Contrary to the thinking of those advocating for this particular abolition bill, it was because the committee deplored abortion that each one voted “no” on SB 495. They understood judicial severability and SB495’s pathway for the judiciary to expose the state to rampant abortion.
SB 495 proposed both abolition of abortion and the removal of every pro-life law now in force in Oklahoma. Because of judicial severability, a court could declare the abolition element unconstitutional but rule that eliminating every prolife bill in Oklahoma law was completely constitutional. | The severability clause is a prominent feature in the judicial process. An American judicial process that gave us Roe v. Wade, Obergefell, Dred Scott, and McGirt would not be above using SB495 for evil.
Kevin Walsh is a former clerk for Justice Antonin Scalia. He is a professor at the University of Richmond. His scholarship focuses on the scope of the federal judiciary and his articles have appeared in the most prestigious law reviews. | In his article, Partial Unconstitutionality, he states:
Severability doctrine governs whether a court may first separate out or "sever" the unconstitutional provisions or applications of a law, and then subtract or "excise" them, so the constitutional remainder can be enforced going forward.
A legislature may try to control the severability determination by expressing its intent in a severability or inseverability clause.
Although one might expect that such a clause unambiguously conveying legislative intent … severability doctrine provides that such clauses are [not] … sufficient to control the judicial determination of severability.
And, just to be sure that the general public does not get the idea the courts are predictable in this area, he goes on to say:
Because the precise nature of the severability analysis to be performed depends on the type of law being analyzed (i.e., federal or state law), doctrinal reform of severability doctrine cannot be performed in one fell swoop. The federal system and each state system must be addressed individually.
The American courts have been allowed to obliterate the U.S. Constitution, Congress, and the Executive Office. Because they have been unchallenged by the people, they have made themselves the sovereign ruler of America. This needs to change, but not using our most vulnerable as fodder!
Charlie Meadows and I allowed OCPAC’s name to be attached to the bill not realizing that the legislation would include this dangerous element. We were told it simply called abortion murder. Indeed, it is. A just and righteous people would not tolerate it. We are not a just and righteous people.
We are not a just and righteous people.
For that reason, we are grateful for every legislative maneuver which has successfully saved tens of thousands of pre-born from the butcher’s knife. These are the pro-life laws SB495 sought to eviscerate.
Those who are critical of the success of pro-life legislation might also find fault with the strategies employed by Oskar Schindler, who saved the lives of more than a thousand Jews. In his mind, he did all he thought he could do. To a purest, he should have emptied Auschwitz, Dachau, and the nearly 70 other death camps and saved all the Jews.
The critic of the pro-life movement might also find fault with Corrie Ten Boom who helped many Jews escape from the Nazi Holocaust. Like Schindler, she did not save them all. Those she did were eternally grateful to this devout (and brave) Christian woman. | Every innocent citizen slaughtered by men like Lenin, Mao, Hitler, and the rest of history’s tyrants suffered the results of cultures who enabled evil to ascend to power, cultures not captured by the light of Christ emanating from its pulpits. That is where America is today.
Abolition begins in the American pulpit. America’s chic and stylish sermons are less-than-Christian. They foster sentiments intended to be liked by those not particularly interested in a life of devotion to Christ and obedience to the Word of God.
Until we see a devout church, we must thank God for the incremental victories of folks like Oskar Schindler, Corrie Ten Boom, and the Pro-Life movement who did, and are still doing all they can do within their abilities, while waiting for a greater deliverance to come.
Abolition Legislation Has Yet to Save its First Life.
We work for a day when our pulpits ring with clarity that what is an abomination to God should be equally detestable to us. A day when abortion is called murder, when the courts no longer rule America, and when the rule of law towers over a just and righteous nation. | Governor Kevin Stitt spoke about removing ghost students from the taxpayer checkbook.
He spoke of parental rights over the education of their children and the need for government to allow parents to make the decision as to where their child's education dollars are spent by sending their children to the school of their choice.
He also spoke to his commitment to cut Biden's restrictions on the economy and the need for government to get out of the way of the way of Oklahomans and their commerce. | STATE AUDITOR STILL SEMI-RESPONSIVE 77 Days Since Filing by Bob Linn | It has now been Seventy Seven days since, on Monday, November 23, I filed an Oklahoma Open Records Request in the Oklahoma State Auditor's office. I requested that specific public information from the State Auditor's office be made available to me for my review. THAT REQUEST REMAINS LARGELY UNFULFILLED | Three weeks ago, a bit more than 50 days later, I received a partial response.
SA&I General Council, Mick Dodson, wrote to me that from here on out, I would be charged fees if my requests for public information caused disruption in the SA&I office.
Last week, I pointed out to the SA&I office that, in a 2012 audit of the OSBI, the SA&I stated that "records related to our investigations and/or audits are subject to the Open Records Act. Therefore, the State Auditor and Inspector’s Office does not engage in confidentiality agreements”. This means that fulfilling my ORR requires no time "redacting personal information" and is simply a matter of copying digital files.
I brought this to their attention last week. Still no response. This is deeply concerning, as our OCPAC readers would no doubt be treated the same way.
I wonder how many of Oklahoma's citizens have walked away with unfulfilled requests because they did not want to combat intimidation or financial threats.

I've also spent many years in the Southern Baptist Church. In addition, my wife and I founded a PCA church in our living room many years ago. In spite of my close relationship with all these institutions, the evidence of their fall from Godliness is overwhelming.
In the near future, I plan to focus on the developments within the organization I once knew as Campus Crusade for Christ.
It is important to expose these enemies who have crept into Christendom. These have entered our Christian institutions in an effort to destroy the Church. The "gospel" they promote will bear no fruit. Marxist ideology mixed with Bible verses will produce neither salvation nor the health, peace, and prosperity of civilizations.
Marxist concepts like social justice, critical race theory and the myths inherent in the concept of "white privilege" are ungodly, contrary to all of the Scriptures, and represent evil and destructive weapons designed to destroy the church, the family, and societies. They are drenched in narcissism and hatred.
