On October 27, 1961, the states of Delaware, New York, New Jersey, and the commonwealth of Pennsylvania established this interstate compact in order to promote interstate comity, and to secure a future for the people of the interstate region.

Sign up to get your own copy here. | BOB LINN Shining the Light | This week’s OCPAC luncheon will feature former NASA director, Jim Bridenstine. He will discuss a project he had a hand in, the 6th branch of the U.S. military, the U.S. Space Force (USSF).
Part of the mission of the USSF is to be sure you & I are able to continue to use the GPS tool on our phones and our cars. The USSF makes sure we make it to our meetings and appointments.
Other tangential uses for the USSF relate to maintaining our ability to conduct global military operations and to protect U.S. industry, agriculture, and banking. But, mainly, the USSF is here to be sure we can get to OCPAC meetings. | The U.S. Space Force protects the massive array of satellites which make our daily lives possible. Its primary mission is to protect the U.S. fleet of advanced military satellites. These make our global military operations possible.
In 1997, Airforce Chief of Staff, Ron Fogleman, presented the idea of a space force independent from the Air Force. In 2001, the Rumsfeld Space Commission also recommended an entity separate from the Air Force. An organization which would focus on space alone.
The USSF is a direct outgrowth of the Reagan years and Reagan’s 1982 Air Force Space Command (AFSC). This was an important beginning in many ways. The AFSC played a central role in the development of the Global Positioning System (GPS). Who among us can imagine life without a GPS? | The military is as dependent as we are on GPS. The GPS played a central role in the Gulf War and the War on Terror. Today, protecting our satellites is vital, as Russia and China have developed space assets which threaten our satellites.
In 2019, 16,000 staff were moved from the Air Force Space Command to the U.S. Space Force and took a seat on the Joint Chiefs of Staff. We can thank all those, including Jim Bridenstine, who have work tirelessly to protect American assets through this program. | This is a topic which should also help Christians understand how important their involvement is in all areas of society. We read in Genesis 14 that when Abraham’s nephew, Lot, had been the victim of a military invasion, he immediately assembled a trained army to rescue him.
From the military exploits of King David to those of George Washington, Christians must certainly realize that maintaining a righteous standard on earth requires that we engage on many different levels in the world.
America has sent more missionaries around the globe than any other nation thanks to the military engagement of so many of our early pastors who established a foundation for a government in which Christianity would flourish. Our participation in the army of Christ is not optional. Let’s stand firm and move the standard forward in our time on earth.

ATTEMPT TO INTIMIDATE CONTINUES by Bob Linn | Last week, the paid media representative of the state auditor, Cindy Byrd, interrupted OCPAC's meeting by standing up to ask for the microphone.
He then sought out Steve Anderson who had stepped to the back of the room after speaking. He continued what has become a pattern of harassing demands regarding our messaging.
A member of the OCPAC executive board had to calm him down as he escorted this SA&I representative out of the building.
This same media representative called me this past Friday afternoon as I was driving back from a meeting in Tulsa. He insisted on having access to the microphone at our meetings. His aggressive behavior was heard by the other OCPAC members who were riding with me.
I asked him if Cindy Byrd would care to allow me or Steve Anderson to have the microphone at the campaign speeches she is giving around the state.
When I first submitted an open record request 161 days ago, Cindy called me the next day to seek to intimidate me as she told me I had no idea what I was asking for.
She asked for a meeting to discuss the issue. At the meeting, Steve Anderson and I were subjected to the same arrogant and abusive behavior.
The effort to stop the pursuit of truth continues.
One of the problems Cindy Byrd is having to face is the fact that there is no record for a Cindy Byrd with a CPA Permit to Practice.
Her media person informed us that she is registered under Cynthia Byrd. How would anyone know? It is nowhere on the SA&I website and nowhere on her personal page inside the SA&I website.
We checked the Oklahoma Accountancy Board and found a CPA license for a Cynthia Byrd, but "Cynthia Byrd" has no license to do government audits.
She was elected to do government audits!
Is this why she is not using her real name? Is she just sloppy or is she hiding something? None of the attorneys we are working with ever thought to check for an alias, as the individual is supposed to match the title "CPA" with their actual name. The name that is "certified".
Perhaps Cindy, AKA Cynthia, will have an answer for us before another 161 days pass by.

I will keep you updated. | RESPONSE TO THE LETTER FROM THE ATTORNEY GENERAL'S OFFICE
Ms. Everett:
Please be advised that an employee of your client the State Auditor and Inspector has now disrupted OCPAC meetings three times where information about the scandal that resulted in 198 state employees losing their jobs and a supplemental of $30 Million of taxpayer’s funds being appropriated was being presented. Each time a Mr. Andrew Speno has become more and more aggressive in those disruptions. At the meeting on 5/5/2021 Mr. Speno attempted to approach the speaker and obtain the microphone during a program at OCPAC’s weekly meeting. When denied the microphone Mr. Speno proceeded to cause such a scene he was asked to remove himself from the meeting hall. This was followed up a few days later by a disturbing call from a very agitated Mr. Speno to me while I was in the car with friends. There are multiple witnesses to each of these events.
I will note that his behavior is consistent to the attitude shown by Ms. Byrd at the in person meeting that you described incorrectly. Ms. Byrd has neither been transparent or courteous per your claim. I and my subject matter expert found your letter not only full of misstatements but condescending to the point of being a direct insult to a citizen merely exercising their right under the Open Records Act to understand how these 198 state employees were victimized and the elected officials of this state were forced to provide an additional $30 Million to the Oklahoma State Department of Health (OSDH). You might want to acquaint yourself with the follow up audit of OSDH by your client in which it was stated the $30 Million was still sitting in OSDH accounts and apparently was not actually needed.
It might also be instructive for you to read and attempt to understand the Federal Single Audit Act and specifically the evidentiary reporting requirements to the federal authorities under the Act. Had the State Auditor and Inspector’s Single Audit Act audits correctly noted the difference in the OSDH financial system and the Oklahoma Management and Enterprise System (OMES) during the yearly audits this scandal would likely have never occurred. Your apparent callous disregard for the 198 state employees who suddenly found themselves in the unemployment line and the taxpayer’s $30 Million is difficult to comprehend.
The fact “that Cindy Byrd has been State Auditor since January 2019 and the records predate both her tenure as State Auditor and her areas of auditing responsibility” is irrelevant to the pursuit of the facts in this debacle. Given you were not present at any meeting and only recently have identified yourself as counsel for the State Auditor your letter was presumptuous and incorrect on many of your statements. However, there are enough issues regarding Ms. Byrd and the State Auditor and Inspectors Office Federal Single Audit Act work that have been identified by my subject matter expert that I have no need at this time of additional information from your client.
I would counsel you that veiled threats or harassment by employees of Ms. Byrd against a citizen acting under a statute that you seem to not fully understand is not only unbecoming for the Attorney General’s Office but is a direct affront to a citizen’s full rights under the law. I might also caution you to not speak on things you do not know to be a fact. For instance on my three visits to your clients office during their listed business hours, I found the front desk occupied only one time. On one occasion I found the public office of the State Auditor completely unoccupied and I had to walk to the back offices to find an individual to serve papers on another visit. You may want to become familiar with the 30 hour rule in the Open Records Act regarding the public office of an agency and at least take the time to walk over to their office to confirm they are actually meeting the rule. | cc: Attorney General Mike Hunter | TIME TO RENEW OCPAC MEMBERSHIPS | If you are on a monthly draft, you are fine. I've also spent many years in the Southern Baptist Church. In addition, my wife and I founded a PCA church in our living room many years ago. In spite of my close relationship with all these institutions, the evidence of their fall from Godliness is overwhelming.
In the near future, I plan to focus on the developments within the organization I once knew as Campus Crusade for Christ.
It is important to expose these enemies who have crept into Christendom. These have entered our Christian institutions in an effort to destroy the Church. The "gospel" they promote will bear no fruit. Marxist ideology mixed with Bible verses will produce neither salvation nor the health, peace, and prosperity of civilizations.
Marxist concepts like social justice, critical race theory and the myths inherent in the concept of "white privilege" are ungodly, contrary to all of the Scriptures, and represent evil and destructive weapons designed to destroy the church, the family, and societies. They are drenched in narcissism and hatred.
